One of our loyal readers wrote to Romanian authorities yesterday about the hate speech against romanians on 9Dragons forum and 9Dragons game. She made a petition to CNA and the Ministry of Communications asking those to look upon this case.
Our reader wrote us a few lines and she send us the document form of the petition:
If Acclaim open the door for nation abuse I will no stand it! I can say that in Romania there are many educated people who speak foreign languages, people who works a lot, people who have a job and are decent. I can’t stand to this kind of speech against my nation and people. The civilization is teach in the family in the first ten years. It is almost impossible to civilize through school someone who is uncivilized. Then if in everyday life, the individuals realizes that they can handle the things only by lying, theft, deception, dishonest earning, wherever they are and live that is their life.
The people who said about romanians that are gipsy, rotards, retards as a nation and fill up our nation with curses they don’t know anything else. Respect for them is a total unknown, soap and water are harmful, common sense is a geek, respect for others is a waste of time.
The petition is in romanian language, so you can use a translation tool. The ‘Anex no1’ has a lots of GB so I will not load it ( many ss you gather there Cora – I upload it in .pdf format because it is your creation).

As I said I can’t stand the national racism or any form, now Acclaim has to deal with it. They don’t take any measures when comes to the hate of speech against a nation, but they ban if someone said a non word. Cora as a citizen of Romania country exercised a right, the right to petition, even here is an avatar, outside is bound to the real law. That is a fact that Acclaim should accept it too. This case is a failure for Acclaim, because they could not manage the situation on their ‘domain’ and the fight was took on real life ground. Now we wait and will see how real life can intervene and correct teh virtual life, after all real life made it possible.

Unfortunatly, the Romanian CNA does not have jurisdiction over Acclaim and second of all, they don’t monitor web related issues (as seen in the presidential campaign, where Antena and Realitatea TV posts abused the law on the internet). And although i myself have many critics to Acclaim, every time i send them an SS with hate speach they acted promtly.
Before I did I phone them and they said they accept Internet petitions, they have a department for this and they can forbit the game for Romania country ( with the State Department of Communication) if it full of hate speech against romanians.

CNA has right only for the web/media under the roumanian juristiction.Ofc the institution you phoned accept petitions. But related with websites registerd under ro juristiction. For prooving that 9D has indeed a “full hate reaction” against roumanians players you will need tonns of SS (proof) not one post from someone.

I made the petition, they will start the investigation and I think first they will notify Acclaim. I wrote to a romanian well know journalist about this too. ACclaim lets this xenofobic speech go all over again so I couldn’t take it. It was my right and I did it.

You should focus your attention not in trying to ban the game in Romania or whatever (thing that will never happen for a multitude of reasons) but in punishing the individual players that use hate speach. The CNA cannot act against individuals, (or foreing companies/media institutions for that matter) but Acclaim can, and does so, if evidence is given. Present a solid case to Acclaim about players using hate speech and measures will be taken, maybe even drastic ones if you can proove someone is a repeat offender.

Omg, I had so much to read. As I can see it is a controversial issue with many for and against arguments. The way I see situation is this :
Cora did nothing wrong with that, she/he claimed a right of citizens and made a petition to a public authority.
I think this debate should pull an alarm signal than Acclaim, is not able to moderate a controversial issues as hate speech against a nation.Acclaim is not ready if a public scandal would start.

When I was insulted (indirectly cos directly I deserved none) I reacted “silenced” and did what I thought is right (if it was necessary).
I am roumanian and many ppl that posted here (i refer to those who disagree with the course of this event) are roumanians (Gene, Queen-Bee, me, and some others that showed their oppinion about this on 9D or in game).

I think it is not wrong to have 2 sides of opinion, in fact it makes a balance. even if we like even if we do not like the action of players or what they do beyond a game, the debate is necessary to find a common ground. also there are people and people, some more sensitive to various issues others more inflexible. it is not like what Cora did is something that others players from other virtual words didn’t do. we have many law suits on same issues and many others.

Real world regulates the derogative behavior from social norms or legislation through punishment or prohibition of rights. In the virtual world, unfortunately there are few measures of compulsion to an act and less efective.If it is not like if you murder an avatar you go to jail, like in real life if you killed a man you are going to jail.
One of the ways that we can deepen the learning experience of the virtual world is to be involved in a live learning process and I belive this post generated such a process for several reasons, which will taken me a lot of time to explain them. As a conclusion, the most important thing is that the real world comes before virtual world. Real world regulates the processes in the virtual world when we talk about notions as morals, ethics issues or legal issues. Beyond non-existential void of virtual avatar there is the existential vacuum of the real word, which will always have the last word in the regulatory process of the virtual world.

If the coercive measures taken by the authority of virtual world ( in this case the game company) from where they emanates are not enough to cover the general or individual waiver, then the real world action in the virtual world is a necessity. I think Cora’s petition is a result of this. I think Cora, as a player has many doubts (accumulated in time) as the general rules that should govern the coinduite can be enforced by that authority. Maybe the lack of confidence generated by various factors made her took that decision, but certainly is the fact that her approach to a real authority in which she has more confidence is justified.
